Not exactly submarine although it could be used.
I have never seen in any Russian literature any data about submarine cameras.
Those 'PDF' were originally developed from "DF" telephoto lenses Those lenses were primary made in 1940 to observe Finish movements in the coast from Leningrad's board, The Finish soon equiped by the Nazis forces with the powerful Fernbildlinsen also observed the Russians with this equipment, Strategically they converted them in periscope for underground observation, Those converted "PDF" devices with two focal lengths (as the previous DF) 150mm and 300 mm FL have an interesting possibility of making telephoto panoramic shots, intended to be sent to the Russian intelligence service to trace war strategics. Originally those devices used specially prepaired FED cameras, the same way as first generation Photosnipers and as those devices there exists GOMZ ans KMZ variations.

So when it was first made in 1948 would it have had a FED-Zorki camera made to fit it?

Another Zorki 4 camera version could be seen at:
http://www.ussrphoto.com/Wiki/default.asp?WikiCatID=17&ParentID=1&ContentID=302&Item=Zorki+Periscope
There were also produced special Zorki 4K versions in more recent years.

Tanks Alain in posting my request.
This unit is a KMZ factory refurbished PDF as seen in the engravings 2 in a triangle and the year 1968. A new camera was fitted.
