Hello Luiz,
the optical path is different, but it is the same principle: the film is moving while the document is scanned. When using a rollover camera you scan manually, Jan III does it automatically.

This Jan III is a real scan camera but it works in a totally different principle.
Prints a readable but with uneven illumnation.

There is a similar working czechoslovacian scanner, Jan III. He scans a whole DIN A4 page at once while moving the film. You get an ordinary negative.

Hello Luiz,
The rollover technique was not unknown to the west. Keith Melton shows in his book "Spycraft" an OTS (CIA) rollover camera from 1968.
