Hi, this is TSVVS in Cyrillic, Topographicheskaya Sluzhba Voenno-Vozdushnyh Sil or Topographical Service of Military-Air Forces.
Again and again: this logo just read clockwise -- VTS VS -- Voenno-Topographicheskaya Sluzhba Vooruzhyonnykh Sil (Military Topographic Service of the Armed Forces).

Posted - May 10 2015 : 2:25:31 PM Vladimir, it seems to be an aftermarket engraving. I have seen this camera on Ebay. So far as I know there were no Kiev-cameras with such engraving.

Please see http://camerapedia.wikia.com/wiki/TSVVS. Its hard to say whether it is genuine or whether someone has just engraved to logo onto the meter cover of a Kiev IIIa.
