According to this site: http://www.sovietcams.com/index.php?-413247904 - subtype of FED 3 named PE0650 have 7 digit s/n (the following had only 6 digit), with first digit showing a year (7 = 1967, 8 = 1968). The precedent FEDs had a first two digits as a year, here it isn't possible (84....), so I think that's from 1968.

To be a little closer, my passport records show 8413886 dated Aug 1972 and 8437089 dated Oct 1972.
