I think I can answer this. There was a big wave or immigration from the USSR in the late 1980' - early 1990's. Mostly to the USA, though some went to Germany, Australia, Israel, even South Africa.
Regardless of their destination, Rome was the place where everybody ended up for some time, from several weeks to many months. I was a part of this wave, stayed in Torvaianica from September 1989 to February 1990.
Since the USSR did not allow money to be taken, we brought goods to sell. Whatever we could buy in the Soviet stores before leaving. I had a Kiev-60TTL, a few Turist telescope adapters for M42 lenses, and other small things.
Someone probably found this focusing aid in his (less likely - hers) Soviet town, bought it there and sold at a weekly market in Ladispoli, Torvaianica, or other town in Provincia di Roma.

Is there any document or manual? Is Ektar the same brand that produced the video cameras?
It should be included in the accessories category here on the site; but I don't know how to do it.

Fine focus tuning helper device :) - when printing photo with enlargers it help detect fine focus on paper.
