I know that it is somewhat controversial to suggest that the Minox is a Soviet-made camera, but nevertheless cameras manufactured from 1940 to 1943 were engraved 'Made in USSR'. On this basis, I have added the Minox to the Wiki Catalog.

According to my Finnish history book Latvia (and thus also Riga) was part of Soviet Union from July 1940 to autumn 1989 with exception of June 1941 - 1944 when Latvia was occupied by German troops as Ostland. And as Finnish history writing can truly be considered most unbiased & reliable I would say your input is correct also in that way.

Best regards,
Juhani
