This very strange Russian lens prototype developed to be used in Kiev /Contax bayonet has no name, but fixed 1:8 aperture with no diaphragm settings, but rangefinder coupled. Has minimum 2,2m close focusing This estrange lens was sold by Leica Shop through Westlicht auction around 2004 it was announced as being a 2/75mm Russian lens for Contax

Idea is same that was used in Selena traffic camera lenses: 75mm lens and fixed aperture but normal focusing system.
See: http://www.ussrphoto.com/Wiki/default.asp?WikiCatID=26&ParentID=2&ContentID=1099&Item=JUPITER-38+75mm%2Ff%3A4+M42
So maybe this was also for some kind of special use where lens is focused for one spot and aperture adjustment is unnecessary?

Best regards,
Juhani

As I did see in the second picture, when mounted in a Zenit E camera, the Jupiter 38 seems to have a diaphragm scale.
This unnamed lens for Kiev has no scale at all! one could not try to change diaphragm unless desasembing the lens!
