Here`s the item description by the seller.
Looks just like the Leitz product, but clearly marked "Universal," & "Japan." Large ring continuously sets an internal mask for 35mm through 135mm F.L. lenses. Shows moderate usage and wear, slightly foggy, but viewable and the ring and parallax corrector wedge seem to be working well... but it's as is where is ...

Yeah thanks,I expected that to be but I`d still like to know if the fogging is permanent or can be reduced or eliminated.

"The pictures are of a copy of the VIOOH or IMARECT, which is not a turret finder. The finder in my avatar is of the turret kind. To answer your question: yes, your finder can be opened up and cleaned. You might like to look at
