I do not think it was made by KMZ. They would not bother painting the body green.
There was a number of beautifully made cut-outs on eBay in 2000-2001, maybe this is one of them.

I would think KMZ made cutouts for training purposes. If not KMZ, then some shops at training facilities.
I suspect that 'orginal" cutouts, i.e. the ones made in the 1960's for training purposes were not as nice as this one.
