VOOMP Elmar or Elmar VOOMP?

I do not see "VOOMP". I see "ç-ä N 19" (plant number 19*) and "ôê-à" (? too many variants to decrypt).

"Çàâîä N 19" ('zavod N 19' / 'plant number 19') was located in Krasnogorsk and had this number from 1927 to 1934. Another name: "Çàâîä òî÷íîé ìåõàíèêè" ('Zavod tochnoy mekhaniki' / Precision Mechanics plant).
