According to the seller of the camera this specially modified Chaika camera was used for taking mugshots of arrested suspects. By the looks of it - it was ripped out from an apparatus that had a motor control and more or less automated way of taking pictures. Judging by the lack of viewfinder it was meant to be stationary.
