All Jupiter (and Sonnar) formulas ate based on "Triplets" . Of course they are developed triplets where each of the groups are built with several elements in order to perform well at large apertures, correcting natural glass aberrations.
Jupiter 17 is a simplified Jupiter 8 lens where the central negative group is substituted by another one where the intermediate glass is now an "air lens";
It was intended to produce lower cost f/2 lenses but original J8 proved to be a better performer and marginal cost in mass production would not affect the market behaviour. So the J8 win the contend.
