The Mikron engraving says "25 years since liberation of city of Kharkov"

What about this FED Mircon Commemorative .. anyone seen it before? Sorry for the bad photos (they are the sellers photos and I can provide better ones soon ... the camera is packed away ... I bought it several years ago).
