It's not Russian, looks like Ukrainian inscription....

Ok, upon further investigation, it's actually in Belorussian. I believe Peramogi means Victory in Belorussian, so it means 50 years of Victory over Germany. There is a square in Minsk called Ploscha Peramogi. (Victory Square)

Yes. "год" == "лет" (years), "Перамогi" == "Победы" (the Victory)

the camera is from vileyka-logo with " made in belarus", n°9493292
