An unknown special purpose camera, by all visual indications seems to be manufactured by Arsenal (body and the knobs design heavily emphasize this fact). Uses some kind of bayonet mount for lens.

Also by visual inspection it seems to be electronically controlled judging by the sockets on the bottom of the camera. Possibly an Arsenal version of FKM-1?
