This is a rare camera similar to the F 21 camera.

It has a 28mm / f 2.8 lens.

Compared to the camera F 21 is more refined.

It was perhaps produced in the 90s for civil purposes.

Considering that the USSR had broken up in 1991, why has this spy camera been produced?
